Anti-Social Behaviour (ASB) Minimum Standards

 Tackling Anti-Social Behaviour

The Safer Worcester Partnership brings public, private, community and voluntary organisations together with one main aim: to make Worcester City- an even safer place to live, work, visit and do business in.

We want everyone in Worcester City to be able to enjoy their home and neighbourhood safely and peacefully. Partners include Worcester City Council, Worcestershire County Council, West Mercia Police, West Mercia Police Authority, Hereford and Worcester Fire and Rescue Service, NHS Worcestershire, West Mercia Probation Trust and the Community Housing Group.

Tackling Anti-Social Behaviour (ASB) is a priority for Safer Worcester and we aim to reduce residents perception of ASB year on year.

What is ASB?

The Crime and Disorder Act 1998 defines ASB as 'acting in a manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household as the defendant'. This is the legal definition that is used in relation to anti-social behaviour orders and has also been adopted by the majority of Community Safety Partnerships.

It can cover a wide range of things from vandalism, graffiti and fly posting, nuisance neighbours and intimidating groups taking over public places. In other words, it can be any form of behaviour which has a negative impact on your quality of life.

ASB covers any behaviour by an individual or group which makes another person or group feel harassed, alarmed, threatened or distressed. It includes a variety of behaviour that can blight the quality of community life and is based on individual perception. ASB may constitute a nuisance and annoyance, harassment or criminal activity.
