There are a range of Contravention Codes that classify parking when Civil Enforcement Authorities issue Penalty Charge Notices. These codes  are agreed and issued Nationally for Civil Enforcement Authorities to enforce [if applicable]. They are issued by The Secretary of State for Transport in Guidance to Local Authorities.

Each local authority may enforce all, or a selection of the available contraventions that apply in their area of responsibility. The range of codes enforced will vary for a number of reasons, for example not every authority will have parking spaces designated for Diplomats and therefore that contravention may not be applicable. This explains why the list of enforced codes may be different from one place to another.

Below is the list of Parking Contraventions that Worcester City Council enforce, both on the public highway and in Worcester City Council car parks.

Parked for longer than the maximum period permitted.


Parked in a restricted area in the car park.


Parked after the expiry of time paid for in a pay and display car park.


Parked in a pay and display car park without clearly displaying a pay and display ticket (or voucher or parking clock).


Parked in a permit bay without clearly displaying a valid permit.


Parked beyond bay markings.


Parked in a disabled person’s space without clearly displaying a valid disabled person’s badge.


Parked in an area not designated for that class of vehicle


Parked causing an obstruction


Parked in a closed car park

Public Highways




Parked in a restricted street during prescribed hours


Parked or loading / unloading in a restricted street while waiting and loading / unloading restrictions are in force


Parked in a meter bay when penalty time is indicated


Parked after the expiry of paid-for time


Parked without clearly displaying a valid pay and display ticket or voucher

 07 Parked with payment made to extend the stay beyond initial time

Parked at an out of order meter during controlled hours


Parked in a residents’ or shared use parking place without clearly displaying either a permit or voucher or pay & display ticket issued for that place


Parked in a permit space without displaying a valid permit


Parked in a residents’ or shared use parking place or zone either displaying an invalid permit or vouchers or pay & display ticket, or after the expiry of paid time.


Parked in a suspended bay/space or part of a bay/space


Re-parked in the same parking space or zone within one hour  (or other specified time) of  after leaving


Parked in a parking space or area not designated for that class of vehicle


Not parked correctly within the markings of the bay or space


Parked in a loading place during restricted hours without loading


Vehicle parked more than 50cms from the edge of the carriageway and not within a designated parking space


Parked for longer than permitted


Parking in a designated disabled persons’ bay without clearly displaying a valid disabled persons’ badge


Parked on a taxi rank


Parked in a restricted bus stop/stand


Stopped on a pedestrian crossing and/or crossing area marked by zig-zag
