Worcester City Council (Off-street Parking Places) Order 2023

NOTICE IS HEREBY GIVEN that Worcester City Council (hereinafter referred to as “the Council”) pursuant to its powers under Sections 32, 33(4) and 35 and under Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) (“the Act”) and the Traffic Management Act 2004 (as amended) and of all other enabling powers, with the consent of Worcestershire County Council in accordance with Section 39(3) of the Act and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act has made an order (“the Order”). The Order is dated 7th March 2023 and comes into force on 1 April 2023.

The Order relates to the various Council owned car parks in the City of Worcester as listed below and detailed in the Schedule to the Order (“the Parking Places”).

The effect of the Order is:

  1. To revoke the existing Worcester City Council (Off-Street Parking Places) Order 2009 (as varied) and the Worcester City Council (Off-Street Parking Places) (Croft Road) Order 2009 (as varied) (“the Previous Orders”) and to replace them with the Order.
  2. To update the rules and restrictions in the Parking Places covered by the Previous Orders.
  3. To introduce restrictions and charges for Electric Vehicles using electric charging points in designated Electric Vehicle Parking Bays.
  4. To provide a one-hour free period of parking in a 24-hour period for Electric and Hybrid Vehicles whilst actively charging using a Rapid Charger.
  5. To update payment and ticketing requirements including the use of season tickets and e-tickets.
  6. To modify the fees and charges in line with the Schedule to the Order, as follows:

Any person wishing to challenge the validity of this Order or any of its provisions on the grounds that it is not within the powers conferred by the Act or that any requirement of the Act or of any instrument made under the Act has not been complied with may apply to the High Court within six weeks from the date this Order is made.
