Residents, local businesses and other stakeholders are being asked for their views on a new plan that sets out the City Council’s ambitions for Worcester over the next five years.
The draft City Plan 2025-2030 envisions Worcester as an ambitious, vibrant and welcoming historic city with opportunities for everyone. Once adopted, it will succeed the current Plan, which was approved in 2022.
The new draft document is designed to steer the Council’s policies, strategies and services to deliver the ambitions in the Plan, and to provide a basis to attract funding and partners to help achieve its goals.
Its objectives are grouped under five broad themes:
- A city where everyone can prosper
- A resilient and sustainable city
- Strong and engaged communities
- A heritage city with a vibrant modern culture
- A healthy and active city.

The leaders of the City Council’s three political groups - Councillor Lynn Denham (Labour), Cllr Louis Stephen (Green), Cllr Jesse Jagger (Liberal Democrat) – have jointly backed the draft City Plan.
They said: “The central focus of this plan continues to be on people and communities, adding clearer ambitions around the climate and biodiversity emergencies, air quality and travel.
“We want a city which helps communities and individuals to prosper, participate in a shared experience of living in their city, and to have the opportunity to achieve their aspirations.
“Above all we want everyone to have opportunities to live mentally, physically and socially healthy and fulfilling lives.”
This draft of the new City Plan was produced following a previous consultation in September and October this year. That led to several changes being made for this latest version, including a greater emphasis on residents’ mental, physical and social wellbeing, a more direct focus on sustainability and the climate and biodiversity emergencies, and recognition that Worcester’s heritage includes green spaces, arts and culture as well as physical buildings.
This latest consultation on the updated draft City Plan 2025-2030 is available until 19 January 2025.
It will be promoted on social media, and City Council officers will also attend a small number of focus groups to engage young people and residents from the city’s most deprived communities and seek their views on the new Plan.
The results of this consultation will be fed into a final draft of the City Plan, which will be presented to a meeting of the full Council on 18 February 2025 for adoption.
