The City Council's community development programme is concerned with helping local people tackle local problems at a local level. By doing so, local people get the opportunity to meet other residents, make new friends, develop new skills and self-confidence and, above all, enable their community to become more effective in tackling community issues at an early stage.

The city of Worcester is made up of a number of neighbourhoods. Some of these neighbourhoods have a high percentage of families living on a low income or from an ethnic minority background and it is in these areas where the bulk of community development resources have been targeted.
