Worcester City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 32, 35(1) and (3) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) (hereinafter referred to as “the Act”) and under the Traffic Management Act 2004 (as amended) and of all other enabling powers, with the consent of the Worcestershire County Council in accordance with Section 39(3) of the Act and after consulting with the Chief Officer of Police in accordance with paragraph 20 of Schedule 9 to the Act, hereby make the following Order:

  1. This Order shall come into operation on the 1 April 2023 and may be cited as “The Worcester City Council (Off Street Parking Places) Variation Order 2023”
  2. The Worcester City Council (Off Street Parking Places) Order 2023 (“the Original Order”) is hereby varied by the following:
    1. The following definition shall be added after the Electric Vehicle definition:
      EV Residents’ Permit” means a Season Ticket issued to those residents that meet the following criteria:
      1. The resident uses an Electric Vehicle or PHEV
      2. The resident lives within 1000m of a Car Park which contains Electric Vehicle Charging Points

        And permitting such residents to park their Electric Vehicle or PHEV in Electric Vehicle Parking Bays whilst actively charging (at the start of the parking session) between 18:00 hours and 08:00 hours whilst using Fast Chargers only.’

    2. At Article 6.2.1 the following sentence shall be deleted on the second line ‘a maximum stay of 4 hours’ and shall be replaced with ‘a maximum stay of 10 hours.
    3. At Article 6.2.2 the following sentence shall be deleted on the second line ‘a maximum stay of 60 minutes’ and shall be replaced with ‘a maximum stay of 2 hours.
    4. At the end of Article 21.3 a new Article 21.4 shall be inserted as follows:
      For the avoidance of doubt, EV Resident’s Seasons Tickets shall only entitle the holder to park in Electric Vehicle Charging Bays and not in those marked as restricted to resident’s parking (unless such are also Electric Vehicle Charging Bays)’
    5. At Article 22.1.1 on the first line ‘one hour’ shall be deleted and replaced with ‘two hours’
    6. At Article 22.1.2 on the first line ’60 minutes’ shall be deleted and replaced with ‘two hours’.
    7. After Article 22.6 a new Article 22.7 shall be inserted as follows:

      22.7 For those persons with an EV Resident’s Permit they may park their Electric Vehicle/PHEV in an Electric vehicle Parking Bay whilst using Fast Chargers only and provided they are actively charging at the start of the session. They must still pay the relevant electricity tariff but shall not be subject to the restrictions in 22.2.1 in relation to such parking between 18:00 and 08:00.’

    8. the deletion from Part 2 of the Schedule to the Original Order within the King Street row of the table the details under the column ‘number of spaces’ and the insertion of: ‘98 + 3 dis + 8 EV*’
    9. The deletion of the paragraph starting ‘*St Martins Gate Car Park provides…’ and replacing it with:

      ‘*St Martins Gate Car Park provides both Rapid and Fast Charge EV Parking Bays. Rapid charge parking bays will provide a maximum 2 hour stay at no charge. Fast charge bays will provide a maximum 10 hour stay in line with the pricing structure above.

      Tallow Hill and King Street Car Parks provide only Fast Chargers.’

    10. the deletion from Part 2 of the Schedule to the Original Order within the Tallow Hill row of the table the details under the column ‘number of spaces’  and the insertion of: 95 + 3 dis + 12 EV*
    11. The insertion in Part 2 of the Schedule in the Convenient fee row of ‘pay by phone’ after the words “(no pay and display) and the…”.
    12. The insertion of a paragraph at the end of Part 3 of The Schedule as follows:

      ‘EV Resident’s Permits are also available at car parks with Electric Vehicle Parking Bays with permitted use 7 days per week for free parking between the hours of 18:00 and 08:00 whilst actively charging (at start of session) using Fast Chargers only and subject to paying the appropriate electricity tariff.’
  1. In all other respects the Original Order shall remain in full force and effect.

We will expect the users of our car parks

  • To park correctly in a marked out parking bay
  • Use only one parking space. (Do not park on the white lines or allow your vehicle to overhang into the adjoining bay)
  • To ensure that any motor vehicles using our car parks are properly insured to the minimum requirements of the Road Traffic Act
  • To ensure that any motor vehicles using our car parks do not cause an obstruction to other road users, including pedestrians
  • Have consideration for other road and car park users
  • Treat our Civil Enforcement Officers in a civil and courteous manner
 

Worcester City Council may grant Temporary Road Closure Orders under the authority of Section 21 of The Town Police Clause Act 1847 for events across the city for a variety of reasons, such as Civil Events like the annual Remembrance Day Parade, larger organised events such as the Worcester Victorian Christmas Fayre held each year in the city centre.

These temporary road closures may also be granted for smaller more private events, such as organised street parties or one-off celebrations to mark a special event that is restricted to residents or a private event.

Each application will be considered on its own merits and Worcester City Council cannot guarantee that any particular application will be granted.

Applicants will be required to consider the impact on local traffic and provide a map detailing suggested diversion routes allowing traffic and pedestrians to pass without entering the streets included in the Road Closure.

Worcester City Council does not charge for this service.

Approved road closures

Pedestrian access will be maintained at all times and vehicular access to properties will be maintained where practicable for each event. Traffic management will be subject to Police determination for all closures.

No person shall cause any vehicle to proceed along various roads in the City of Worcester on various dates as follows.

Worcester City Runs

No person shall cause any vehicle to proceed along various roads in the City of  Worcester for a period of one day on Sunday 13 September 2026 to allow for Worcester 10K and Worcester Half Marathon. The following roads will be affected at the following times:

  1. There is an annual charge payable for each resident permit. This charge is currently £30 for the first permit, £40 for the second, and £60 for the third.
  2. Each resident permit is issued for one vehicle only. Any household with more than one vehicle will need one permit for each vehicle, up to a maximum of 3 resident permits per household. Any household or house in multiple occupation ("HMO") – (HMO as defined in the Housing Act 2004) with more than one vehicle will need one permit per vehicle, up to a maximum of 3 permits per household.
  3. Permits will only be issued for vehicles of the following types:
  • Passenger vehicle
  • Light Goods vehicle
  • Motor-cycle
  • Invalid carriage
  1. A resident permit will you to park the vehicle for which it is issued in any of the roads/lengths of roads listed below and subject to any other restrictions which may be in place as indicated by signs and road markings. The permit does not allow you to reserve a specific parking space; it does not guarantee you will be able to park outside or near your home.

Where and when a resident permit allows you to park:

At all times on the permit holder only areas as indicated by signs and/or road markings in:

  • Lansdowne Street between junctions with White Ladies Walk and Lansdowne Road only

Between the hours of 5.30 pm and 8.30 am Monday to Friday and at all times on Saturdays, Sundays and Bank/Public Holidays on the single yellow lines in the following streets. If you are a user of an Essential Attendance Permit, you may park for up to two hours on single yellow lines, shared 45-minute-only bays, and permit-holder resident bays.

  1. You may apply only for a resident permit for a vehicle for which you are the registered owner or keeper. The vehicle registration document must be provided on the application
  2. Your resident permit will be valid for twelve months. You are responsible for renewing the permit and should apply online 14 days before the expiry date of the current permit.
  3. You must notify the Council, who will then cancel the permit, if:
    1. You are no longer a resident
    2. You no longer own or use the vehicle covered by the resident permit.
  4. Any household or HMO eligible for a resident's permit may also apply for visitor permits. Each visitor permit is valid for up to 6 hours and it allows visitors to park in any of the resident permit holder spaces in the scheme area. Visitor permits are issued online. A charge is payable on application, currently £10 for 80 permits, £20 for 160 permits, £30 for 240 permits and £40 for 320. 320 is the maximum number of visitor permits that can be issued to an individual household or HMO in a 12-month period.
  5. The owners/operators of the following businesses or such other business as the Council may from time to time authorise at their sole discretion, Shrubbery Nursing Home of 23 Shrubbery Avenue, Shrubbery Dental Practice of 7 Shrubbery Avenue, Epworth House Dental Surgery of 15 Shrubbery Avenue, Virks Newsagent of 41 Northfield Street and the Chestnut Tree Inn of 17 Lansdowne Road, are eligible to apply for a maximum of 3 business parking permits at a current cost of £50 per annum for use by their staff. They are also eligible to apply for visitor permits as per paragraph 8.
  6. In the event of a business issued with a business permit under paragraph 10 ceasing to trade, the owners/operators must notify the Council. Owners/operators of future businesses operating from these premises shall be eligible to apply for business parking permits. Any permits shall be issued at the discretion of the Council subject to consideration of relevant factors including:
    1. The nature of the business
    2. The volume and duration of the parking demand generated by the business
  7. If you receive home (domiciliary) care and your permanent home address is in the list in paragraph 1, you may be eligible to apply for an Essential Attendance Permit. This type of permit is issued to residents for use by a carer who needs to park while they are carrying out care tasks for the resident. A charge is payable. This charge is currently £30 for a permit valid for 12 months and £20 for a permit valid for 6 months. A vehicle displaying an Essential Attendance Permit can park for up to 2 hours at a time in the permit holder only areas, on the single yellow lines and in the 45-minute shared-use bays in the streets listed in paragraph 5.
  8. You may apply for an Essential Attendance Permit if you receive regular home care support. You will need to provide evidence of this when you apply. A copy of one of the following documents must be provided:
    1. Letter from the Department for Work & Pensions (DWP) or the Pension Service confirming you receive Attendance Allowance; or
    2. Letter from the DWP confirming you receive the care element of the Disability Living Allowance (DLA) or the Daily Living Component of the Personal Independence Payment (PIP); or
    3. Letter from the DWP confirming your carer is in receipt of Carers Allowance for providing care for you; or
    4. Your care plan
  9. Use of an Essential Attendance Permit:
    1. The permit can be used in any of the roads/lengths of roads listed in paragraph 5 above, subject to any other restrictions which may be in place as indicated by signs and markings.
    2. The permit must be clearly displayed on the windscreen or on the dashboard of a vehicle.
    3. The permit must be displayed immediately after parking the vehicle.
  10. In all cases:
    1. If you no longer need a permit or if you move addresses, we ask that you inform the Council as soon as possible to enable us to cancel it. Permits are linked by address and are not transferable.
    2. You are responsible for renewing the permit and should apply online 14 days before the expiry date of the current permit
    3. If the Council believes that a permit is being misused, it reserves the right to withdraw or cancel a permit at any time.
    4. Vehicles must always park entirely inside the parking bay markings, where present. In all cases:
  11. The Council may vary the terms of this guidance/registration document from time to time, depending on how the scheme is working and any changes in circumstances

Please note:
The top floor and part of the fourth floor of St Martin's Gate multi-storey car park will be closed for resurfacing from 6 July for around 10 weeks.
The rest of the car park will remain open as normal, with plenty of spaces available for most customers.

Twelve electric car charging points are available in St Martin's Gate car park.

Six 50kw rapid charging points and a further six 22kw fast charging points are available on the ground floor of the multi-storey car park.

The charging points at St Martin's Gate car parks are designed to accommodate the majority of electric vehicles currently available in the UK. They are listed on Zap Map and other information services for electric vehicle users.

Electric vehicle drivers pay a competitive rate of 50p per kWh for the 22kW chargers and 75p per kWh for the 50kW chargers.

Drivers must stay no longer than two hours in a Rapid Charge parking spot and no longer than ten hours in a Fast Charge parking space.

Users of non-electric vehicles will not be allowed to use the spaces where the charging points have been installed and will be issued with a penalty notice if they break this rule.

We will expect the users of our car parks

  • To pay the appropriate charge. (Charges apply 24 hours a day)
  • To properly display a valid pay and display ticket in the front windscreen so that it can be easily seen and read as to date, time and amount paid. If your payment is made by RingGo, no ticket will be produced to display.
  • To park correctly in a marked out parking bay
  • Use only one parking space. (Do not park on the white lines or allow your vehicle to overhang into the adjoining bay)
  • To ensure that any motor vehicles using our car parks are properly insured to the minimum requirements of the Road Traffic Act
  • To ensure that any motor vehicles using our car parks do not cause an obstruction to other road users, including pedestrians
  • Have consideration for other road and car park users
  • Treat our Civil Enforcement Officers in a civil and courteous manner

Using a Pay and Display Machine

  • Enter the full license plate number using the touch screen display, then select ‘OK’.
  • Select appropriate payment either card or coin
  • If payment by coin, please insert coins to the required value and select ‘OK’, Feed coins slowly allowing them to register.
  • Any coins that have not registered can be found at the base of the machine marked with a small coin icon
  • Push the green button to print the ticket.
  • Collect the ticket and display face up in your vehicle windscreen, clearly visible.
  • If paying using a card, please select the appropriate tariff using the plus (+) button on the touch screen display, then select ‘OK’.
  • If there is a connectivity problem (a continuing circle) when paying by card, choose a different way to pay (this is not a machine fault) 
  • Pay for your parking session using either contactless payment or using the chip reader. When you have received your pay and display ticket, please select if you want a receipt.
