Why does Worcester City Council want to be a Council of Sanctuary?

City councillors expressed a desire for Worcester City Council to become a recognised Council of Sanctuary in late 2023. 

This is about building on work that is already happening across the city and making sure that a positive welcome, inclusion and community connection are considered in the way the City Council works.

What is a Council of Sanctuary?

A Council of Sanctuary is a local authority that has made a public commitment to being welcoming and inclusive towards all people including those seeking sanctuary. The Council of Sanctuary programme is part of the national City of Sanctuary UK movement.

For a council, this is primarily about learning, embedding good practice and sharing what works. It involves working with local community organisations and other partners to make sure people seeking sanctuary can understand and access local services they are eligible for and feel part of the community.

What it means:

  • A commitment to welcome and inclusion for people seeking sanctuary.
  • Building on existing work rather than creating a completely new service.
  • Learning about the experiences and needs of people seeking sanctuary.
  • Looking at how the Council’s existing services, information and partnerships can work well for everyone.
  • Working with local voluntary and community organisations and people with lived experience of seeking sanctuary in Worcester.
  • Supporting community cohesion and positive relationships between people who have lived in Worcester for many years and people who are new to the city.

What it does not mean:

  • It does not mean that Worcester will receive more asylum seekers or refugees because of becoming a Council of Sanctuary.
  • It does not give Worcester City Council any power to decide who is housed or resettled in the city. Decisions about asylum, immigration, dispersal and resettlement are made by the UK Government.
  • It does not change immigration rules or create a special immigration status.
  • It does not mean that everyone seeking sanctuary is entitled to Council services or public funds that they would not otherwise be entitled to.
  • It does not mean that the Council is taking responsibility for asylum or immigration decisions. Those remain matters for the UK Government.
  • It is not a legal status or a power to override national legislation.

Is this a political statement?

The City of Sanctuary movement is non-partisan. Becoming a Council of Sanctuary is about how a local authority works with its communities and partners. It does not require the Council to agree with every aspect of UK Government asylum or immigration policy.

What would it look like in practice?

Worcester City Council would continue to work with local organisations and partners to identify practical ways of making Worcester a welcoming and inclusive city. This could include improving information and signposting, supporting staff understanding, strengthening partnership working and sharing positive examples of community welcome.

City of Sanctuary UK describes the approach for councils as a process of learning, embedding and sharing. The intention is to build on existing good practice and make it part of everyday Council activity.

A commitment for the whole community

Sanctuary is not only about people arriving in Worcester.

It is also about the kind of city we want Worcester to be: a place where people feel safe, included and able to contribute to their communities. The work can benefit the wider community by supporting stronger relationships, better partnership working and community cohesion.

Events we have already held

Summer of Fun in Warndon

The Summer Fun in Warndon scheme received an excellent response from local families and young people.

Over six weeks, from 24 July to 28 August 2026, a programme of free activities was delivered at Warndon Hub on Shap Drive. Activities included:

  • Firepit-style cooking
  • Play activities
  • Young people-led activities
  • Arts and crafts
  • Taekwondo
  • Pizza roll making
  • An end-of-term party

All sessions were free to attend.

The scheme gave young people the opportunity to share their views about Warndon and help shape future play opportunities within their community.

Children could take part in as many activities as they wished throughout the summer holidays.

The programme was delivered in partnership with Warndon Community Hub and Oasis Warndon Community Hub.

Warndon Fun Day

The Warndon Fun Day recently brought together local community groups, organisations and businesses to showcase the wide range of activities, services and opportunities already taking place across Warndon.

The event proved to be a great success, with more than 300 residents attending to celebrate their community.

A particular highlight of the day was the community raffle, which raised £453. Thanks to match funding, this total was doubled to £906, which will be used towards the ongoing maintenance of Warndon's two community defibrillators.

These vital resources are available to benefit the whole community and the funding raised will help ensure they remain accessible for years to come.

The event demonstrated the strength of the local community and what can be achieved when residents, businesses and community organisations work together.

    I love being a community leader working at the heart of Warndon.

    I’m really excited to chair a board of Warndon residents who will collectively work together to provide significant investment in the area.

    My own experience as a young carer has given me a first-hand insight into the impact of health inequalities not only on families, but on communities. 

    These challenges remain present within Warndon, and I believe meaningful, lasting change must prioritise the needs of the community.

    I’m deeply committed to ensuring that board decisions are made with a focus on wide-reaching impact, making lasting changes which will remain long beyond this scheme.

    My children and their friends are part of the generation who will grow up amongst the changes, improvements and initiatives this funding will bring. 

    It is crucial that we do this right, not only for our whole community today but also for the future generations to come.

What is Pride in Place Warndon?

Pride in Place is a national Government programme designed to bring long‑term investment into local communities.

Warndon West is one of 169 areas chosen to take part, and will receive £20 million over the next 10 years.

The best part? Local residents will decide how the money is spent.

This means people who live or work in Warndon can help shape the future of their neighbourhood and improve the places that matter most to them.

The project aims to:

  • Give local people a strong voice
  • Bring neighbours together
  • Help make Warndon a lively, safe, and welcoming place for generations to come

Everyone’s views will be listened to from today and for the next 10 years. No idea is too big or too small. This can be done by filling out the survey below or attending one of our engagement sessions or by emailing This email address is being protected from spambots. An initial survey has provided the Pride in Place Warndon Board with a wide range of views. The board has now put together a survey to build on the views expressed.

How will it work?

Over the next 10 years, the £20 million investment will be split into:

  • £12.47 million for capital projects (such as new buildings, improvements, or renovations)
  • £7.19 million for revenue funding (to help run or maintain projects and buildings)

This funding will be delivered in three phases across the decade.

Importantly, the Government and Council won’t decide how the money is used—the people of Warndon will.

A Neighbourhood Board is being created to help make these decisions.

Here are some more details about the board:

  • The Board will shape how money is invested over the 10 years.
  • Worcester City Council will support by gathering views and helping set up the Board.
  • The Board will include at least eight members, most of whom should live or work in Warndon.
  • You don’t need any previous board experience—training and support will be provided.
  • The board is expected to be in place and have its own work programme by November 2026

Applications are now open for the Pride in Place Warndon Youth Advisory Board.

We are looking for young people who are passionate about their local community and want to play an active role in shaping the future of Warndon.

As a member of the Youth Advisory Board, you will have the opportunity to contribute ideas and provide valuable insight into the delivery of the £20 million Pride in Place investment. This is your chance to ensure that the voices of young people are heard and reflected in local projects and initiatives.

Members of the Youth Advisory Board will:

  • Have a direct voice in decisions affecting the community
  • Gain valuable experience in project development and community engagement
  • Develop new skills and confidence

How is the Pride in Place Warndon scheme progressing?

Lots of planning with groups from across Warndon has been happening behind the scenes as the programme has taken its first steps.

A successful recruitment process has resulted in Hannah Harrison being appointed as Chair and the Independent Board has been appointed.

The Board are now considering consultation feedback and drawing up plans for the scheme

Whatever the season there’s always something going on in our city that you can get involved in, no matter your interests! Becoming a volunteer can help you to learn new skills, and improve wellbeing, all whilst spending time with like-minded people.

Gardening and working outdoors has been proven to have therapeutic benefits by reducing isolation and improving wellbeing, encouraging people to get outside and connect with nature, and enabling people to connect with others.

Worcester Victorian Christmas Fayre

Worcester City Council is organising this year’s Worcester Victorian Christmas Fayre, which runs from Thursday 3 December to Sunday 6 December 2026.

We would love to hear from you if you can help us by volunteering to deliver another amazing event. Whether you can spare a few hours or a whole day, your support will make a huge difference!

Please check your diaries and let us know if you are free. Below are the key areas we need your help.

  • Meeting and greeting coach visitors at the coach zones
  • Distributing fayre leaflets throughout the event
  • Assisting community groups at the main entertainment stage

Help the Community Engagement Team plan, organise and deliver the Worcester Show!

There are so many ways you can get involved throughout the year, or just on the day, from entertainment to competitions, logistics to crafting or social media to health and wellbeing and much more! Visit the Worcester Show website for information.

Wildlife Surveying

We love to know about the wildlife in our parks and green spaces, especially our nature reserves and Green Flag Parks. Gardening Groups

Community Groups

A large proportion of the volunteering in Worcester is thanks to the many volunteer groups getting on with their own projects. Museums Worcestershire at the Commandery

Become part of something special at The Commandery. We have a range of volunteering opportunities to suit all interests.

  • Events and Activities Volunteer: help to prepare and deliver fun and engaging holiday activities, including crafts, painting, Christmas decorations and more.
  • Education Volunteer: support the learning team during school visits, help to answer questions and guide classes through the self-led tour.
  • Gardening Volunteer: join the gardening team and improve the Commandery’s historic green spaces.
  • Visitor Welcome Volunteer: make visitor experiences that bit more special by answering questions, highlighting upcoming events and helping people navigate the site.

Full training is given for all volunteer opportunities. Tea and coffee are provided too!

Our volunteering opportunities are flexible to suit you from Tuesdays to Sundays with Gardening Volunteering taking place on Thursdays.

Friends of Astwood & St Johns Cemeteries

Tasks include litter picking, general garden tidying, low level grass cutting and those with specialist knowledge can help with bird audit & flora/fauna audit in 2024

Allotment Volunteers

We are looking for keen gardeners to work together with other volunteers and site coordinators to help maintain and develop our allotments.  You may also be asked to assist tenants with gardening on their allotment and contribute to the management of wildlife areas and communal areas on our sites. 

No experience is needed, however if you do have any knowledge of gardening, this would be more than welcomed. We are looking for people who want to make a difference, meet new people, and get involved in your local community. 

This is a great activity to do by yourself or with friends and family. It is a good opportunity to get outdoors, learn new skills, meet new and like-minded people, keep active, and contribute towards your community and the environment.
