To promote openness and transparency, The Department for Communities and Local Government (DCLG) has issued the Local Government Transparency Code 2015 to meet the Government's desire to place more power into citizens' hands to increase democratic accountability and make it easier for local people to contribute to the local decision making process and help shape public services.

Ward Councillors' Community Grants

Since 2021/2022 all Councillors have been allocated funds for supporting events and activities in their local communities. The grants are for community use, not for individual persons, and are allocated for the current financial year only. Unallocated funds are not carried forward into future financial years.  

Ward Councillors' Allowances and Expenses

The Local Authorities (Members’ Allowances) Regulations 2003 require the Council to publish information on Members' Allowances and Expenses.

Fraud

As a City Council and billing authority, the bulk of our fraud investigation work used to be in respect of housing benefit fraud but this responsibility (including relevant staff) was transferred to the DWP from 1 November 2014 as a result of the creation of the single fraud investigation service (SFIS). The Council now provides the DWP with information to assist their investigations but do not have information from them on numbers of staff involved and numbers of cases and it expects the DWP to be reporting this separately. The Council is unable to report details in respect of housing benefit fraud as it no longer holds the data.

The Council has very little fraud in other areas and therefore no longer have a specialist team dealing with fraud. The Council has clear policies in relation to anti-fraud and corruption e.g. Anti-fraud and Corruption Strategy, Whistle Blowing Policy. In the case of ad-hoc instances of ‘non housing benefit fraud’ that require investigation, our internal auditors, as a special task, undertake this.

The Cabinet Office is responsible for carrying out data matching exercises.

Data matching involves comparing computer records held by one body against other computer records held by the same or another body to see how far they match. This is usually personal information. Computerised data matching allows potentially fraudulent claims and payments to be identified. Where a match is found it may indicate that there is an inconsistency which requires further investigation. No assumption can be made as to whether there is fraud, error or other explanation until an investigation is carried out.

We participate in the Cabinet Office's National Fraud Initiative: a data matching exercise to assist in the prevention and detection of fraud. We are required to provide particular sets of data to the Minister for the Cabinet Office for matching for each exercise..

The use of data by the Cabinet Office in a data matching exercise is carried out with statutory authority under Part 6 of the Local Audit and Accountability Act 2014. It does not require the consent of the individuals concerned under the Data Protection Act 1998.

Data matching by the Cabinet Office is subject to a Code of Practice.

Worcester City Council receives regular requests of a similar nature for specific information. Requests for Information under the Freedom of Information (FOI) Act, or the Environmental Information Regulations (EIR)

You can submit a request for information to us which we will consider under the FOI Act (2000) or the EIR (2004), depending on the nature of the information you are requesting. In most cases we will provide the information to you within 20 working days.

The EIR covers information that details effects on the environment or measures to affect or mitigate. This includes information relating to air, water, soil, landscapes, energy, noise, waste and emissions. The FOI act covers all recorded information not covered by the EIR, except for personal information. Recorded information could be printed documents, computer files, letters, emails, photographs, or audio and video recordings.

There are instances where we will not be able to disclose all or some of the information you have requested, for example where:

  • We do not hold the information
  • We already publish the information, or plan to do so in the future
  • The cost of providing the information would exceed £450
  • The information requested contains the personal data of one or more individuals (other than yourself)
  • The request is vexatious or a repeat of a previous request
  • Another exemption from the relevant legislation applies. Please see the ICO website for guidance on making requests and for information on the different exemptions to the FOI and EIR acts.

Our Councillors

There are 35 councillors in total, from 16 wards in the city.  Each one is elected for a term of four years. Together they decide the Council's priorities via committees and sub-committees, and how it should carry out its work.

Our Mayor

The Mayor is the Civic Head of the Council. The Mayor chairs meetings of the full council and represents the city at ceremonial occasions. He or She also welcomes international visitors and attends events organised by local people.

Our Workforce

Approximately 300 people work for the Council which makes it one of the largest employers in the city. They put into practice the decisions which the Councillors make and deliver the day to day services which city residents and visitors enjoy.
