David Blake
David became Managing Director of Worcester City Council in March 2017. With 15 years' experience working all over the world in the manufacturing sector and almost 20 years in the public sector working in chief executive, executive and non-executive director roles prior to joining Worcester City Council, David brings a wealth of knowledge and experience to the organisation.
David has worked on some of the largest and most successful multi-agency infrastructure, innovation, business support and skills programmes in the West Midlands. These include the i54 business park (home of the Jaguar Land Rover near Wolverhampton), the automotive research and development centre developed by Warwick Manufacturing Group, the West Midlands-wide £30m Modernisation and Diversification programme, and new college campuses in Walsall and Sandwell.
As a non-executive director of Urban Regeneration Companies in Walsall and Sandwell, David played a key role in these businesses during their formative years and has a strong track record of award-winning success in public sector organisational development.

Overall responsibility for managing the Authority, including organisational development, development of shared culture and values, oversight of corporate and service standards, advice on strategic direction with Members, and representing the City Council with partners at sub regional, regional and national level.

Shane Flynn
Shane qualified with CIPFA as an Audit Commission trainee, working across several London Boroughs and teaching hospitals. He moved into Value for Money studies based in London and the South East and later Wales and the Marches, including Shropshire, Hereford, Gloucester and Worcester.
Joining CIPFA in 2000, Shane ran a series of workshop-based support networks covering e-Government, Every Child Matters and Counter-Fraud, before re-joining the Audit Commission to deliver Use of Resources and Performance Management audits across Oxfordshire, Bucks and Milton Keynes.
He moved to Dacorum Borough Council as Assistant Director of Finance in 2010, then undertook a two-year secondment as Assistant Director of Policy and Performance to oversee the transition to a new location and an internal transformation programme based on flexible working. In 2014 he combined both roles by moving to Broxtowe Borough Council in Nottingham as Deputy Chief Executive, before moving back across the Midlands to join Worcester in 2017.
Key Accountabilities
Overall responsibility for a range of professional support services including Finance Services, Internal Audit, Legal Services, Strategy & Transformation, Property, Asset Management, and Revenues and Benefits. Also responsible for providing strategic and financial advice to members, representing the City Council with partners at sub regional and regional level, and delivering the Council's values and objectives through the Corporate Management Team.

Lloyd Griffiths
Lloyd qualified as an Environmental Health Officer in 2000 working in Bristol, Newport and the City and County of Swansea before moving into a management role at Gloucester City Council in 2010. In 2007 he gained a Masters Degree in Public Health from Cardiff University (School of Medicine) and prior to that in 2003 a Diploma in Acoustics & Noise Control Engineering from University West of England (Bristol).
Whilst at Gloucester City Council Lloyd held a number of roles starting as Environmental Protection Service Manager and on leaving he was a member of the Council’s senior management team holding the position of Head of Communities. During this time he oversaw the review and delivery of an enhanced waste and recycling service that delivered improved recycling rates, a reduction in landfill destined waste and delivered cost savings. He was instrumental in devolving grounds maintenance within one ward of the City to a social enterprise employing young people. He played a key role in an organisation-wide transformation programme which redesigned the Council to be able to deliver more effectively against its ambitions, and prior to his departure he led on a relocation and re-design of customer services as part of a larger organisational re-location.
Key Accountabilities
Overall responsibility for the Council’s Strategic Housing Service, Community Services, Bereavement Service, Environmental Operations and Car Parking (including on-street car parking enforcement). Has strategic oversight on behalf of the Council for Worcestershire Regulatory Services and acts as the Council’s Corporate Safeguarding Lead. Represents the Council at a range of groups including South Worcestershire Community Safety Partnership (Chair) and the Worcestershire Community Safety Board. Delivers the Council's values and objectives through the Corporate Management Team.

Sian Stroud
Sian qualified as a solicitor in 2003 following a training contract at Warwickshire County Council. After a period working for a national law firm she returned to Warwickshire for 10 years to lead the commercial and employment legal team in a large shared services arrangement for a number of public authorities. Following a period as legal counsel in higher education she returned to local government at Herefordshire Council before joining Worcester City Council in February 2019.
Sian has specialised in project delivery and transformation work throughout her career and has acted as legal and governance adviser at board level in all her roles, working on a number of national and regional initiatives. She is experienced in establishing and delivering commercial solutions and new models of public service provision as well as capital programmes and regeneration projects.
Key Accountabilities
Overall responsibility for Legal Services; Democratic and Electoral Services; Civic and Guildhall Services; Governance; Planning Policy; Development Management, Planning Enforcement, Archaeology, Conservation, and Land Charges; Human Resources; Health & Safety. As the Council’s Monitoring Officer, responsible for the Council’s legal compliance; ensuring that all councillors and officers are able to discharge their responsibilities in accordance with the law and the Council’s ethical framework.
