Delivering new affordable housing

One of the strategic housing functions is to increase in the supply of affordable housing within the City.  New affordable housing is provided in partnership with external housing providers such as Housing Associations, also known as Registered Providers.  We also work with developers which are required to make a percentage of all large developments available as affordable housing.

Worcester City Council is working in partnership with Malvern Hills and Wychavon District Councils on the South Worcestershire Delivery Plan (SWDP) to plan where new housing should be located and how much should be affordable.  There are some large urban extensions on the edge of the City where the affordable housing will meet the need of residents of Worcester City.

The new Affordable Housing Supplementary Planning Document (SPD) provides guidance to developers on the delivery of affordable housing in Worcester.

Affordable housing is provided to meet the needs of those who are unable to buy or rent housing generally on the open market. In Worcester this normally takes the form of social rented, affordable rented (up to 80% of market value) or shared ownership provided by a Housing Association. 

In order to plan for the delivery of affordable housing, a key activity for strategic housing is to:

  • Identify local housing needs and demands
  • Support the provision of general needs and specialised/supported accommodation through new build and/or conversion of existing buildings.
