CCTV Privacy Notice
Service being provided
Worcester City Council operates closed‑circuit television (CCTV) systems at the following locations:
- Astwood Cemetery
- Cripplegate Depot
- The Guildhall
- Perdiswell Depot
- Six Ways Depot
- St Martin’s Gate Car Park
CCTV is also operated on certain Council fleet vehicles, where cameras may record activity in public spaces.
Clear signage is displayed in areas where CCTV is in operation.
Categories of personal data we need to collect
- Video images of individuals
- Images of vehicles, including vehicle registration numbers
This information may identify individuals and is therefore personal data.

Purpose of Processing
CCTV is used for the following purposes:
- Public safety and community protection
- Prevention and detection of crime and anti‑social behaviour
- Protection of Council property, staff, and members of the public
- Supporting investigations and insurance claims
CCTV is not used for routine staff monitoring and is operated in a proportionate and targeted way.
Lawful basis for processing personal data
The lawful basis for processing is:
- Article 6(1)(e) UK GDPR – processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority
This includes statutory duties relating to public safety, crime prevention, and local authority functions.
Lawful basis for processing special category data
Processing is necessary for reasons of substantial public interest, on the basis of the above legislation.
Who we share the information with
CCTV footage may be shared only where necessary and lawful, including with:
- The Police and other law‑enforcement agencies
- Insurers and legal representatives (for claims or investigations)
Any sharing is limited to what is necessary and is carried out securely.
How long we hold your information
CCTV footage is retained for a limited period, in line with the Council’s Retention Schedule.
Footage is normally retained for up to 30 days, unless it is required for:
- an investigation,
- legal proceedings, or
- an insurance claim.
Where footage is required for these purposes, it will be retained only for as long as necessary. All information will be held securely and destroyed under confidential conditions.
Details of data transfers outside the UK and safeguards in place
We do not routinely transfer data outside of the UK. Where personal data is transferred outside the UK, appropriate safeguards are in place, such as adequacy regulations or approved contractual clauses.
Automated decision-making
We do not carry out automated decision-making or profiling in relation to this processing.
Your rights
You have rights under UK GDPR, including the right to:
- access your personal information
- ask us to correct incorrect or incomplete information
- ask for your information to be deleted (in certain circumstances)
- restrict how your information is used
- object to certain uses of your information
- request your information in a commonly used format (data portability)
- understand and challenge automated decisions and profiling.
We may not always be able to agree to a request if the law requires us to keep or use your information.
